LLNL has the most powerful computer in the world, Blue Gene/L. Enormous resources are spent at the national or international level on large-scale scientific projects. And never was the gap between theory and implementation so rapidly narrowed, with results that changed the world, completely. Never had scientists received so much respect, so much money, and so much intellectual freedom to pursue scientific progress. It was in many respects a clash of scientific titans, with a large supporting cast, collaborating toward a single well-defined goal.

The scientific expertise and wealth of an entire nation was tapped more » in a project that was huge beyond reckoning, with no advance guarantee of success. This endeavor was unique in human history, and might remain so. The historical guiding light here is the Manhattan Project. The most important example in the latter category is classified defense-related research. The basic founding value and goal of the National Labs is big-budget scientific research, along with smaller-budget scientific research that cannot easily be done elsewhere. The purpose of this paper is to present the unofficial and unsanctioned opinions of a Visiting Scientist at Lawrence Livermore National Laboratory on the values of LLNL and the other National Labs. Also included are funds for Emergency Response and Program Oversight. Funds within this appropriation will by used to destroy the entire unitary lethal chemical stockpile. Chemical agents and munitions are stored within the continental United States, Johnston Atoll, and the Federal Republic of Germany. The Chemical Demilitarization Program provides resources to develop and test monitoring and disposal technology equip, operate, and maintain disposal facilities provide safe and secure transportation of chemical agents and munitions for disposal dispose of all waste products and decontaminate and dismantle all disposal equipment at the conclusion of toxic operations. Construction funds in support of chemical demilitarization are contained in the Military Construction, Army more » Budget request. The Chemical Agents and Munitions Destruction Defense appropriation includes operations and maintenance, procurement, and research and development budget activities. Estimates contained in this budget reflect the 1997 completion date.

The Fiscal Year 1989 Defense Authorization Act (Public Law 100-456) extended program completion to 1997. The Chemical Demilitarization Program was established in response to Section 1412 of the 1986 Defense Authorization Act (Public Law 99-145) that directs the DOD to destroy the complete unitary chemical stockpile by 1994 in conjunction with the production of binary chemical weapons.

GAO recommends that the Emergency Mobilization Preparedness Board, as part of its review of national defense stockpile goals and policies, assess the role barter and exchange can play in meeting stockpile needs and propose legislative changes if necessary. Thus, the current potential for using barter and exchange appears to more » be limited. However, they have used these methods sparingly because of restrictive legislative requirements and competing national interests, such as programs having potential needs for commodities that could be bartered. Federal agencies have the legislative authority to use barter and exchange. These alternatives involve trading federal property for needed stockpile materials. Limited appropriated funds to meet stockpile goals have created interest in barter and exchange as alternatives to cash purchases. The National Defense Stockpile is maintained to prevent US dependence on foreign sources of strategic and critical materials during national emergencies.
